| Abstract |
In this paper, the authors present a new approach for evaluating incident detection algorithms. They propose a cost benefit analysis where cost mimics the real costs of implementing the algorithm and benefit is in terms of reduction in congestion. The authors contend that these rates are of more practical interest than the traditional rates. They also show that this approach can be used to fine tune the parameters of an incident detection algorithm and for comparing different types of incident detection algorithms. |
